Speed v. Deliberation, political science homework

Everyone…the implied sense of fear Barb’s concerned about is not just bigger government, but rather the power that larger government would be able wield, and the inability to stop or slow it down….Richard talked about checks and balances in an earlier post…is that really what the problem many have with unitary systems…the fact they seem to be without controls? 

But on the other hand…and for those of you who live in areas hit by natural disasters, rain, snow, flooding, etc., do you think the process of recovery is affected in any way by not having a unitary system?
