Measuring Quality Guidelines and Grading Rubric

In an 8 to 10-page paper, APA format and 5 references, describe three rate based measurements of quality.

Select three rate based measurements of quality that you will use as the primary basis for this paper.

These measurements must relate to some aspect of clinical or service quality that directly relates to patient care or the patient’s experience of care.  For the purposes of this assignment, an analysis of staffing levels is not permitted.  You can find useful information on quality indicators that are of interest to you on these websites and resources.  You may choose only one of the three measures to be some form of patient satisfaction measure.

Deconstruct each measure to include descriptions of the each of the following as numbered below:

1) The definition of the measure

2) The numerical description of how the measurement is constructed (the numerator/denominator measure counts, the formula used to construct the rate, etc.)

3) Explain how the data for this measure are collected

4) Describe how the measurement is compared externally to other like settings; differentiate between the actual rate and a percentile ranking.

5) Explain whether the measure is risk adjusted or not.  If so, explain briefly how this is accomplished.

6) Describe how goals might be set for each measure in an aggressive organization, which is seeking to excel in the marketplace.

Describe the importance of each measure to a chosen clinical organization and setting.

Using these websites and resources you can choose a hospital, a nursing home, a home health agency, a dialysis center, a health plan, an outpatient clinic or private office; a total population of patient types is also acceptable, but please be specific as to the setting. That is, if you are interested in patients with chronic illness across the continuum of care, you might home in a particular health plan, a multispecialty practice setting or a healthcare organization with both inpatient and outpatient/clinic settings. Faculty appointments and academic settings are not permitted for this exercise. For all other settings, consult the instructor for guidance. You do not need actual data from a given organization to complete this assignment.

I think that Medicaid has had a greater impact compared to Medicare. Medicaid is a government program aimed at supporting low income households by ensuring they can access quality healthcare at low prices. It is funded by both the state and federal levels of government (“1. Introduction: The Medicaid Story,” 2010). It supports these households by covering medical costs associated with medical as well as long term healthcare for individuals that qualify. Medicaid has been identified as the country’s largest public health insurance program. It provides affordable health insurance to people in rural America and to communities that are considered poor.

Due to the fact that this program is funded by two independent bodies, it varied from state to state. Usually, the federal government sets minimum requirements or eligibility standards, amount to be paid as premium and the scope of services available to an individual ((“1. Introduction: The Medicaid Story,” 2010). For one to be eligible for Medicaid, one has to meet strict requirements which are financially based. The entire program has very strict income eligibility requirements which vary from state to state. Klosko (2017) explains that due to this requirement, some of the benefits users of Medicaid get are determined by the financing agreement between both parties.

General services offered under Medicaid include specified inpatient and outpatient services, family planning, nursing facilities and doctors services.

Medicaid is popular among Americans due to the various benefits its users gain from it. However, one should note that there is no single package benefit because the state imposes specific minimum requirements before one is insured (Klosko, 2017). Benefits range from covering preventive healthcare such as immunizations, acute cases for example, where a patient has been hospitalized as well as behavioral conditions such as counselling and psychiatric hospitalization. Non-health services are also covered which include supportive services which are tailor made for people living with disabilities. Disabled patients are given services which allow them to work comfortably in the community which they live.

Discussion

Patients with endocrine and musculoskeletal disorders often require long-term treatment and care resulting in the need for extensive patient education. By appropriately educating patients, advanced practice nurses can assist patients with the management of their disorders. In clinical settings, patients with endocrine and musculoskeletal disorders typically seek treatment for symptoms that pose problems to their everyday lives as ordinary tasks may become difficult to complete. For instance, patients might have difficulty walking short distances, preparing meals, or even running errands. To reduce these symptoms and additional health risks, it is essential to develop drug therapy plans with individual patient factors in mind.

To prepare:
-Select one of the following endocrine or musculoskeletal disorders: thyroid disease, osteoarthritis, rheumatic arthritis, gout, multiple sclerosis, or fibromyalgia. Consider the types of drugs that would be prescribed to patients to treat symptoms associated with this disorder.
